As in most airports, there is no problem finding a cab from Helsinki-Vantaa Airport.

But can you find one that will take a wheelchair and are they as expensive as the ones in Norway?
Yes, they have something called airport taxis which are different from these ones. You can request for a wheelchair one from there. It costs about 20€ i think. How much is it in Norway?
